Pseudonymization replaces identifiers with codes or tokens so data can no longer be linked to a person without extra information that is kept separately. Under the GDPR, pseudonymized data is still personal data, because the link can be restored.
Why it matters when licensing company data
Replacing customer names with stable IDs keeps a dataset useful (the same customer can be followed across tickets) while reducing exposure. It does not take the data outside privacy law, so a license of pseudonymized EU data still needs a lawful basis and the usual safeguards.
See anonymization vs pseudonymization for when each is enough.
